Rivertowns Square FEIS Complete, Public Hearing Set

The final environmental impact statement for the proposed multi-use development on the former Akzo Nobel site in Dobbs Ferry is posted on the Village's website.

Rivertowns Square has passed the latest phase in its environmental review. The final environmental impact statement (FEIS) for the multi-use development proposed for the former Akzo Nobel site in Dobbs Ferry was accepted as complete by the Village of Dobbs Ferry last week.

The document, which modifies the original proposal submitted by Saber Dobbs Ferry LLC. and Lincoln Dobbs Ferry LLC., can be found here on the Village’s website. 

The modified proposal—which reduced the size and uses of some of the project’s aspectswould transform the 17.7-acre 4-parcel site off the Saw Mill River Parkway that is in the middle of Lawrence Street and Ogden, Livingstone and Stanley avenues to include a:

  • 18,000 sq. ft. market
  • 123-room hotel
  • 33,600 sq. ft. and eight screen Sundance movie theatre
  • 62,028 sq. ft. of retail/restaurant space
  • 202-unit rental apartment (which includes affordable housing, per Village code)
  • 1,228 parking spaces

Though it isn’t required by the state environment quality review act (SEQRA) process, the Dobbs Ferry Village Board will offer the public a chance to comment on the FEIS at a public hearing on Oct. 30 at the Embassy Club, 60 Palisade St. in Dobbs Ferry.

Some local groups have expressed their opposition towards the project saying that it is inappropriate for the location, and would exacerbate the already congested traffic situation in the area.

After October’s public hearing the Village, who is acting as lead agency for the review,  will present a findings statement on the project completing the environmental review.

“The findings statement will tell the developer and the public what is actually going to happen,” said Village Administrator Marcus Serrano. “It determines the details of the plan and the scope of the project, what improvements have to be done.”

Then the site plan approval process starts, which goes through the planning board and gets final approval from the village board. Rivertowns Square must also get building permits and different approvals from the Dobbs Ferry Architectural and Historical Review Board; the Westchester County Planning Board and County Health Department; the New York State Department of Environmental Conservation; the New York State Department of Transportation; The New York State Office of Parks, Recreation and Historical Preservation and possibly the Village of Ardsley.
